ABOUT THE PROJECT

The “Türkiye’s Net Zero Emissions Target: Transportation Roadmap” Project, funded by the European Union and managed by the Ministry of Transport and Infrastructure, aims to assist Türkiye in developing concrete policies to achieve net zero emissions in its transportation sector. The project focuses on transitioning to an environmentally friendly and sustainable transportation system.

The project will set strategies for various transportation modes, such as aviation, maritime, railways, road transport, and urban mobility, in line with Türkiye’s net zero emissions targets for the transportation sector by 2053. It will contribute to increasing the sustainability and safety of the national transport system. Additionally, the project will support Türkiye’s climate change mitigation goals and make significant contributions to sustainable development processes.

The project involves a broad range of stakeholders, including public institutions such as the Ministry of Transport and Infrastructure (UAB), Ministry of Environment, Urbanization, and Climate Change (ÇŞİM), Ministry of Treasury and Finance, the Capital Markets Board of Türkiye, the Union of Municipalities, municipalities, international financial institutions, national banks, civil society organizations, the private sector, and academia. These stakeholders play a critical role in achieving the project’s strategic objectives and contribute to reducing carbon emissions.

The project aims to develop a roadmap containing concrete policies, solutions/actions, defined indicators, and milestones to help Türkiye achieve its net zero emissions target in the transportation sector. This includes creating a strategy, action plan, and transition pathways.

To facilitate the development and implementation of the strategy, action plan, and roadmap, training and consultancy services will be provided to relevant institutions and stakeholders. In this context, an e-learning platform will be established, equipped with the most suitable content to support long-term capacity-building processes and provide sustainable education. Additionally, study visits, participation in international conferences, and consultation meetings will be organized to further enhance capacity.

The activities within the project will be carried out in close coordination with the Ministry of Environment, Urbanization, and Climate Change (ÇŞİDB), the primary authority in Türkiye responsible for environmental and climate change matters. The project will also provide data on transportation-specific carbon emissions through online systems established for measuring greenhouse gas (GHG) emissions and expanding the measurement efforts.

An important aspect of the project is the development of projects for the Net Zero Project Portfolio, which includes various transportation modes such as aviation, maritime, rail, road, and urban mobility. These projects will be selected from the project portfolio under priority themes, based on their potential impact in achieving the net zero emissions target by 2053. The most effective projects/actions under the portfolio will be compiled into a project list that forms Türkiye’s Net Zero Emission Project Portfolio for the Transport Sector.

Additionally, the project aims to increase public ownership and support for the roadmap and raise awareness about net zero policies in the transportation sector. To achieve this, effective communication plans will be established with all project stakeholders through various promotional and visibility activities, fostering dialogue.
